Mineral build-up occurs when hard water is heated causing dissolved minerals to precipitate out of the water leaving them behind on piping surfaces and fixtures, this is not a problem in a water heater with a tank as the minerals will settle to the bottom of the tank and take years to affect the function of the water heater, however, mineral build-up in tankless water heaters can cause immediate ongoing problems.
Tankless water heaters in most cases have a single line that is heated as hot water is required, sensors that detect temperature and flow control how hard the water heater must be fired in order to maintain the desired water temperature at the outlet, when the sensors get covered in calcium or minerals they give false readings and consequently trigger the safety features of the water heater causing an unwanted shutdown.
The only way to repair this type of shutdown is to flush the water heater piping with a mineral removal solution which becomes quite expensive as it keeps happening until you address the hard water problems.
